ARPA Stabilization Subgrant Round 2 is here
The long-awaited ARPA Stabilization Subgrant Round 2 is NOW available. To apply, log in to the Statewide Provider Portal. The award amounts and eligibility requirements for Round 2 are the same as those for Round 1, although the application format has been changed.
For Round 2 there have been some revisions to Section 3: Child Count Information(see below):
- Question added, do you have a waitlist,
- Enrollment by age category, 2-Year-Olds separated out from Preschool to Kindergarten,
- Addition of # of FT Children, both for Total Enrollments and School Readiness Enrollments,
- Addition of # or PT Children, both for Total Enrollments and School Readiness Enrollments.
Important Note: Please make sure that you document the enrollment counts for all enrollments reported in the ARPA Round 2 Application. If your application is selected for monitoring, you will need to provide proof of enrollments.

Areas with a child care infrastructure deficit (desert) bonus: DEL identified zip codes that do not have adequate child care to meet current demand among families in Florida’s School Readiness Program as infrastructure deficit areas (desert), using the Florida Index of Child Care Access. SR contracted providers with a CLASS composite score of 5.00 and higher or any provider (including SR contracted) with Gold Seal accreditation, physically located in an infrastructure deficit zip code are eligible for the infrastructure deficit supplemental bonus award of 10% of the base subgrant.
Payment Instructions – ARPA Round 2
After the Coalition has determined the total subgrant award for providers, the total award will be paid in one payment. The deadlines for ARPA Child Care Stabilization Subgrants – Round 2 are as follows:
- Deadline Submission – February 28, 2023
- Deadline Approval in EFSM – April 5, 2023
- Final Payments – May 5, 2023
Providers are encouraged to complete and submit the ARPA Round 2 Application at their earliest convenience, allowing the Coalition ample time to review the application and clarify any questions prior to approval and payment.
Provider Reporting – Rounds 1 and 2
Providers are required to continue reporting expenditures until all ARPA Child Care Stabilization Subgrant – Round 1 and 2 funds are spent. All funds must be spent no later than September 30, 2023, and final funds utilization reports are due October 31, 2023. Providers failing to submit expenditure surveys may be required to repay any unspent funds.
